BACKGROUND

The former Skelton Grange power station site in Leeds is undergoing a major transformation into Gateway 45, a large-scale industrial and logistics park that also accommodates energy and digital infrastructure. The development includes logistics and industrial units, a hyperscale data centre, an Energy from Waste (EfW) facility, a 99MW battery storage system, and a new Park and Ride facility for Leeds City Centre.

Green infrastructure forms an integral part of the scheme, with new tree and hedge planting alongside a segregated cycle and pedestrian route linking to the Trans Pennine Trail.

Howard Civil Engineering has been awarded two significant contracts on the scheme: Skelton Infrastructure (£5m) and Skelton Earthworks & Remediation (£17m). Together, these works will prepare the site for future commercial development and deliver adoptable infrastructure to support the long-term success of the project.

SCOPE OF WORK

INFRASTRUCTURE

Reconstruction and realignment of existing road corridors, including earthworks, clearance operations, kerbing, asphalt surfacing, street signs, lighting, and markings. Delivery of a Section 278 scheme to connect the private development road network to the public highway.

DRAINAGE/UTILITIES

Installation of new storm and foul drainage systems, including a rising main and pumping chamber, designed to adoptable standards under S104 & S106 agreements. Provision of new utility services as required.

EARTHWORKS

Site clearance, demolition and removal of relic foundations, including a vast basement structure from the former power station. Cut-and-fill operations to achieve required levels, including turnover of made ground to remove obstructions and meet engineering specifications.

REMEDIATION & CONTAMINATION MANAGEMENT

Geotechnical treatment of organic clays derived from historic sewage sludge. Remediation of known and unknown contamination. Treatment of historic mine workings, coal seams, and shafts beneath the development platform. . Groundwater management with temporary storage lagoons, dewatering expertise, and contaminated water treatment.

WASTE MANAGEMENT

Processing of recovered concrete under a wrap protocol to create reusable aggregate for both on-site use and resale. Waste streams treated, segregated, and classified in line with regulatory requirements.
